Xdebug should provide PHP stubs for its functions (example: https://github.com/php/php-src/blob/master/ext/reflection/php_reflection.stub.php). This would make keeping PhpStorm's stubs up-to-date easier (see https://youtrack.jetbrains.com/issue/WI-52245).
