As PHP 7.3 isn't out yet, the PECL build bot doesn't put them at https://pecl.php.net/package/xdebug/2.7.0beta1/windows yet, instead they are at https://windows.php.net/downloads/pecl/snaps/xdebug/2.7.0beta1/ — that's not something I can influence.
