Summary0001858: Only open/close log if there is an actual message to log
Description

Right now Xdebug always opens and closes the log, and prints out the time of when that happens. This is pointless if there are no actual log message to export.

Change this so that the "Log opened at" and "Log closed at" message are only printed if there is another log message output.
