Summary0002183: Bubble up exception message when using code evalution through protocol
Description

From https://youtrack.jetbrains.com/issue/WI-68762 we learn that when using the Evaluate window, which in Xdebug uses the 'eval' DBGp command, the actual error message does not bubble up for the IDE to see. This has been a "FIXME" in Xdebug for quite some time, so let's finally fix this.
