Summary0002345: DBGP's detach does not support base64 encoded strings
Description

The documentation for DBGp <https://xdebug.org/docs/dbgp#message-packets>_ states that the value for -- must be base64 encoded, but Xdebug does not decode this value when it is used for showing the detach reason.
